Green’s Bill to Combat Iranian-backed Houthi Threats Advances Out of Foreign Affairs Committee
WASHINGTON—This week, Rep. Mark Green’s Combating Houthi Threats and Aggression Act was reported out of the House Foreign Affairs Committee. The bill, introduced alongside Rep. Jared Moskowitz (FL-23), imposes sanctions on those complicit in or who materially support Houthi attacks, past or present. The bill also mandates the creation of three reports regarding the capability of the Houthis to threaten U.S. national security and foreign policy goals, hindrances to the freedom of navigation, and Houthi violations of the United Nations Arms Embargo to Yemen.
Green said, “Iranian-backed Houthi terrorists have proven they will stop at nothing to harm American servicemembers in the region and impede the navigation of the Red Sea. This threat to American lives, interests, and the free navigation in the Red Sea must stop. That is why I introduced bipartisan legislation, the Combating Houthi Threats and Aggression Act.”
Green continued, “The support for my bill in the House Foreign Affairs Committee signals the importance of combating Houthi aggression. By sanctioning those who support Houthi attacks, we are putting our enemies on notice. Further, the reporting mandate will reveal the full extent of the Houthis’ capabilities and enable us to effectively combat them.”
Chairman of the House Foreign Affairs Committee Rep. Michael McCaul said: “Since Hamas’ brutal October 7th attack on Israel, the Iran-backed Houthis have fired over 100 missiles and drones at international shipping, driving up shipping costs, disrupting global supply chains, and putting innocent mariners in grave danger. The Houthis’ reckless attacks present a serious threat. Urgent action is needed to deter them and restrict their ability to finance these dangerous activities. This is vital to defend U.S. national interests in the Middle East and around the world.”
Background: Since November, Iranian-backed Houthis have attacked more than 50 ships in the Red Sea and Gulf of Aden, launched drone attacks on Israel, and fired on U.S. warship USS Carney.
