Rep. Green Reintroduces Bill to Crush Iran-backed Houthi Threat

WASHINGTON—Today, Rep. Mark Green reintroduced the Combating Houthi Threats and Aggression Act in the 119th Congress. The bill imposes sanctions on those complicit in or who materially support Houthi attacks, past or present. The bill also mandates the creation of three executive branch reports regarding the Houthis’ ongoing threat to U.S. national security, their hindrances to the freedom of navigation, and their violations of the United Nations’ arms embargo against Yemen. Chairman emeritus of the House Committee on Homeland Security and the House Committee on Foreign Affairs Rep. Michael McCaul (R-TX), Rep. Scott Perry (R-PA), and Rep. Young Kim (R-CA) cosponsored the bill. 

Rep. Green said“I am grateful to President Trump for redesignating Ansar Allah, or the Houthis, as a Foreign Terrorist Organization (FTO). The Houthis have consistently threatened the lives of American citizens and military personnel. With this new designation, the United States stands ready to combat any threats against us and our allies in the Red Sea.

The Houthis continue to be a threat to U.S. servicemembers and commercial shipping in the Middle East. Since November 2023, the Houthis have launched over 100 attacks on commercial and military ships in the Red Sea as well as 40 missiles and over 300 drones at our ally Israel. As recently as February 2025, the Houthis fired surface-to-air missiles at a U.S. F-16 and MQ-9 Reaper drone. These egregious attacks must come to an end.

The Iranian regime has fully backed the Houthi rebels in Yemen with weapons, funding, and political support. As a result, the Red Sea and the Middle East have become vastly more dangerous. We must do more to combat the Houthi rebels and sanction their suppliers. President Trump’s actions and my legislation accomplish both.”
