Rep. Green Introduces Bill to Shield Sensitive Technology from the CCP’s Grasp

WASHINGTON—Today, Rep. Green introduced the China Technology Transfer Control Act, which imposes stronger export controls to help prevent China's military from acquiring sensitive U.S. technology and intellectual property. 

Rep. Green said, “TikTok, RedNote, and DeepSeek R1 are extensions of the Chinese Communist Party (CCP). Their algorithms censor critiques of the party and its leaders and promote anti-U.S. messaging. On top of this, these apps share a massive amount of metadata with the CCP. From keystrokes and contact lists to locations, there is no telling what our adversary can do with this intimate knowledge of Americans. That is why I am introducing the China Technology Transfer Control Act. My bill would prohibit U.S. companies from sharing sensitive technology with China, including technology that could be used to commit human rights abuses, level cyber attacks on the U.S., or help China commit acts of espionage.  

“Further, under my legislation, if it does turn out that a foreign actor sold prohibited chips to China for the creation of DeepSeek, this actor will be eligible for sanctions. The prior administration did not do enough to protect our sensitive technology. Any U.S. technology that ends up in the hands of Beijing can be weaponized against the American people. It is time for us to get serious about protecting our sensitive technologies and to impose severe costs when China uses our technology for malign purposes,” stated Rep. Green. 

Rep. Green continued, “This is a major wakeup call. Using sensitive U.S. technology, China was able to create a new and powerful AI model that could be used to further oppress its own people and undermine the United States—this is unacceptable. My China Technology Transfer Control Act will help prevent this from happening again.”

Background: This bill controls exports of certain national interest technology and intellectual property to China. Specifically, covered technology or intellectual property includes items that: 

  • Would contribute significantly to the Chinese military to the detriment of U.S. national security. 

  • Are included in a designated list of product components compiled by the U.S. Trade Representative (USTR). 

  • Are used by China to violate human rights or religious liberties.

The President must control exports to China of any covered technology or intellectual property. Further, the President must sanction:

  • A foreign person who sells to China or purchases from China any covered item. 

  • A Chinese person who knowingly uses a covered item provided to them in violation of U.S. export control law.
