Rep. Green Requests Trump Administration Review Biden-Era FFL Revocations

WASHINGTON—Today, Rep. Mark Green sent a letter to Attorney General Pamela Bondi requesting an expedited review of all revoked federal firearm licenses (FFLs) for gun dealers and gun store owners during the Biden-Harris administration. From 2021 to 2025, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) revoked approximately 331 FFLs under a “zero tolerance” policy. On April 7th, 2025, the Trump administration terminated the zero tolerance policy.

“First, I’d like to commend the Trump administration for its work to protect the Second Amendment rights of Americans and to reverse the radical anti-gun policies of the previous administration.”
“Under former President Biden, the ATF aggressively pursued a ‘revoke first, prove willfulness later’ policy. This absurd and vindictive misinterpretation of the law victimized countless law-abiding business owners who did their best to conduct their business with caution and circumspection.”
“In an attempt to appease the far left, the administration developed a radical anti-gun agenda, including its ‘zero tolerance’ policy. In so doing, the Biden-Harris administration did not care about the livelihoods and family businesses that were affected.”
“Fortunately, the Trump administration has stepped in. According to the ATF press release, ‘As of today, this policy will be repealed, and Industry Operations inspections will no longer be held to these previously set guidelines.’”
“For many small business owners, this reprieve can’t come soon enough.”
“And while I am grateful the Trump administration has ended this egregious and predatory enforcement, there are still hundreds of firearm dealers who had their FFLs unjustly revoked.”
“I implore you to consider issuing an expedited review of all federal firearms licenses revoked under the Biden administration. […] ??It is time to make this right. If the Trump administration hopes to restore the ATF’s symbiotic relationship with firearms dealers for the purposes of law enforcement, it must go further than rescinding this policy. As President Trump restores the rule of law at the border and beyond, my hope is that these, in most cases, innocent federal firearms licensees will get the justice they deserve.”

Background:
Under former President Biden, the ATF’s “zero tolerance” policy led to a dramatic increase in the number of FFL revocations for minor infractions that were unintentional or generally involved insignificant technical or clerical mistakes. Some reports indicated that revocation proceedings were initiated even after a warning letter or warning conference concluded the matter.
